1. Combine honey, orange juice, mustard, soy and red pepper sauce in a pot and heat to boiling. Allow to slowly boil for 5 minutes.
2. Spray 13 x 9 baking dish with non-stick spray and arrange wings in 2 layers. Sprinkle with garlic powder to taste and bake at 375 for 30 minutes, stirring after 20 minutes, removing as much chicken grease as possible.
3. Pour sauce over wings, return pan to oven. Bake, stirring occasionally, until the wings are lightly browned, about 40 to 50 minutes.
NOTE: If you like your wings with a crispier finish like I do, I took the pan out of the oven about 10 minutes before they were done, and used a turkey baster to draw off most of the grease and sauce. I then drizzled some of the siphoned juices, and straight honey over the wings before returning to the oven.
4. Remove from oven, sprinkle scallions and sesame seeds over wings and stir to evenly coat.
